What CCBill is
CCBill is a financial technology company that sells payment processing, a gateway and merchant account services to online businesses, and it runs a dedicated adult business page. The About page says it was founded in 1998 in Tempe, Arizona, as one of the first third-party credit card processing providers for media merchants, and that its services now help power over 30,000 merchants in 197 countries. The adult business page calls it a provider of adult merchant account and payment processing services suitable for almost any adult business model. The adult page names adult toy ecommerce, adult cam, fan sites, content platforms, adult dating and streaming websites and apps as business models that can apply, and the company has offices in the United States, Malta, Serbia, the United Kingdom and Ireland.
What it sells an operator
The product is delivered as a PSP offering or an ISO offering, set out on the pricing page. The PSP offering is an all-inclusive account under CCBill's master merchant account, with the gateway and the merchant services included: consumer support, merchant support, onboarding and account management. The ISO offering gives the merchant its own merchant account, gateway and chosen services, with more freedom and more responsibility to manage risk, meet PCI DSS requirements and keep the account in good standing.
Around that sit the tools an adult subscription site uses day to day. Checkout is offered as hosted FlexForms, embedded JavaScript forms or API forms, and the page says forms can be built and tested in a sandbox before going live. Billing covers recurring subscriptions and one-click payments that pair a single purchase with a subscription, so a fan can buy tokens, digital gifts or tips without re-entering card details. Rebill optimization uses Visa Account Updater to extend subscriptions on expired cards and retries cards that fail for insufficient funds. Retention tools let a merchant extend a rebill period, offer reimbursement for downtime and run loyalty discounts. Transaction routing can send a declined buyer to a new approval or denial path, a promotional form or another adult payment processor.
Member management runs through CCBill's own Subscription Management System or an outside system connected through Postback, Webhooks, Data Link Extract, Data Link SMS or the proprietary JPost. The proprietary partner system lets a merchant set partner revenue at a granular level, and a NATS integration is also mentioned. ConnectingSales lets a merchant cross-sell the inventory of other adult content providers. CCBill Pay is a card-on-file and ACH option for pre-approved buyers who have already bought through FlexForms. For European sales the page lists 3D Secure, PSD2 support with 3D Secure 2.0, and a claim of no cross-border fees through long-standing relationships with local EU acquirers. Local methods named are ACH, SEPA, GiroPay and iDeal, with multicurrency display and regional pricing.
The terms that decide the choice
CCBill's adult policy is stated broadly: whatever the history or business model, including adult toy ecommerce, adult cam, fan sites, content platforms, adult dating and streaming sites and apps, anyone can start an application. The page adds claims that approval is permanent with no account freeze, and that no minimum or maximum volumes apply. These are the vendor's statements, and the Corporate Responsibility policy adds a boundary: CCBill says it is not its role to judge the validity of a business model as long as it meets all other corporate and banking guidelines, and that services may only be used for lawful purposes. An Acceptable Use Policy and Merchant Terms are linked from the footer and referred to from the risk page. Their full text is not reproduced on the pages that describe the offer, and a knowledge base article on risk classes says CCBill does not support every high-risk business model it lists, pointing to the AUP and the Merchant Terms for the detail. The same policy page bans pirated material and material CCBill judges threatening, obscene or unethical, applies a zero tolerance policy to any material involving minors with reports passed to the National Center for Missing & Exploited Children, and records a sponsorship of the Association of Sites Advocating Child Protection.
Pricing is structured, not itemized. The PSP side uses a flat rate with no monthly fees, described as predictable and suited to uncertain volumes. The ISO side offers Interchange Plus, Tiered and Discount Plus models. The pricing page explains the fee layers, issuing bank interchange, card brand assessments and processor markup, but it publishes no percentage or per-transaction rate, so an operator has to request a quote. The one fixed charge is the annual high-risk registration: as of October 2026 the pricing page lists $950 for Visa and $1000 for Mastercard, charged only for certain business verticals. A risk article says CCBill collects those annual card brand fees as part of its service and passes them to the card brands at no additional cost. The same article explains that from April 17th, 2021 the card associations classify MCC 7273 and 5967 as high risk, so merchants under those codes may owe the registration fee.
Chargeback handling is described as a mix of a trained fraud team, CDRN and RDR chargeback technologies from Verifi and Ethoca, and the proprietary VScrub and Web Verify systems against carding and friendly fraud. The live cam page adds Visa RDR, Mastercard fraud alerts, AVS and 3D Secure, plus velocity controls that cap purchases by number or cash amount within a set time. No chargeback fee, ratio threshold, rolling reserve percentage or payout minimum is published in the pages. Payout methods are only visible in the company timeline, which records ACH payouts for US merchants in 2016 and SEPA and Express ACH payouts in 2017; schedules are not stated.
For copyright, the DMCA page sets out the notification, takedown and counter-notification process. A complainant must supply a signature, identification of the work and of the material, contact details and sworn statements, and CCBill forwards the completed form to the merchant. Complaints are filed through an electronic form signed via DocuSign, to registered DMCA agents in Phoenix. The live cam page notes that under the Visa Integrity Risk Program, high-integrity-risk merchants face stricter monitoring and that card brand rules call for user verification, participant consent and content monitoring.
Getting started and support
Applications start from an Apply Now route on the site, and the adult page says CCBill assigns the correct merchant category code to an adult account so fees match the risk level. The high-risk page says a qualified underwriting team checks each application against its risk standards and a dedicated onboarding team takes the merchant through the legal, risk, compliance, content, security and technical requirements; the live cam page adds KYC checks and age verification and content moderation partners. The documents asked for and a setup time are not listed. Merchant support is described as an in-house team available around the clock, every day of the year, and the help page says real-time merchant support comes with no hidden fees, per-call charges or statement fees, through live chat, phone and email. Billing support for buyers runs 24x7x365 in 288 languages. Sales hours are 8 a.m. to 5 p.m. Arizona time, Monday to Friday. Developers get documentation, a RESTful API guide and GitHub repositories, and the Integration Partners marketplace links third-party software and service providers.
Company and track record
The timeline records the first PCI compliance step in 2002, and in 2001 the company was named one of the first Internet Payment Service Providers by Visa and opened its EU office in Malta. The marketplace launched in 2018 with over 60 integrated solutions, and 3D Secure arrived in 2019. CCBill IE Limited is described as authorized and regulated as a Payment Institution by the Central Bank of Ireland, CCBill UK Limited as regulated by the Financial Conduct Authority, and CCBill LLC as a registered ISO and payment facilitator of Esquire Bank. The adult page cites 25 years of industry experience.
Who it suits
For adult payment processing, CCBill covers the full chain for a membership site: hosted forms, recurring billing, member management, partner tracking and support. For high-risk merchant accounts, the ISO route gives a merchant its own account, while the PSP route bundles the account, gateway and merchant services, and the flat PSP rate is described as suited to businesses with uncertain transaction volumes. The caveats are that every rate comes by quote and that the annual card brand registration applies to high-risk categories. Its strength is the combination of decades in the sector, regulated European entities and a broad published toolset for adult subscription billing.
