A payout platform built for businesses that pay many people
Smart Bulk Payments is a payout platform operated by 3P Smart LTD, and its adult entertainment page states the scope plainly: it is B2B payout infrastructure for businesses only, not a retail wallet, exchange or trading platform. The pitch to an adult operator is about paying people rather than collecting money. A paysite, a cam studio or a creator network that owes many performers, creators, partners and studios a payment each cycle uploads one batch, and the platform sends each recipient an individual transaction. The page says the adult entertainment sector is one of the platform's core use cases, with operators paying across multiple jurisdictions in high-frequency batches. Its case for the sector is cost: the page argues that many individual payouts are worth less than a traditional cross-border SWIFT transfer would cost, which is why it settles them on a blockchain in stablecoins. The About page is explicit that the service is not an exchange, retail wallet, trading platform, custody provider or lending service, and the footer adds that it provides no loans or financing. Card billing and subscription processing do not appear anywhere, so it sits on the payout side of a site's money flow.
What it sells an operator
The About page describes the whole payout cycle as one workflow: funding, batch creation, execution, monitoring, reconciliation and reporting. A business uploads a payout batch by API or CSV, runs it, and follows every payment through to completion. The page says the platform processes batches of up to 10,000 recipients, executed in minutes under normal conditions, and each recipient receives an individual blockchain transaction that gives hash-level traceability and proof of payment. Failed or rejected payouts are identified automatically, and structured error information can be retrieved by API or sent into a support workflow. For finance teams there are dashboards, downloadable statements, KPI reporting and a full audit trail, plus multi-user access, role-based permissions and segregation of duties.
The home page describes the steps: fund the treasury by fiat top-up through approved rails, convert to stablecoins through a monitored flow, upload a batch or call the API, validate and screen against compliance rules and limits, then execute with an on-chain evidence trail. It says that funds are held in multi-signature cold wallets, that payment keys are generated and stored in air-gapped hardware wallets, and that no hot wallets are used in the payout process. The API is a REST API for single or bulk payouts, with short-lived JWT tokens described as a 60s window, and the pages also mention duplicate reference detection, insufficient balance checks and invalid address checks before a batch runs. The home page adds AES-256 encryption and multi-signature authorization for every batch, a master key that never travels over the network, and payout instructions passed to the cold wallets through off-chain relayers. On the adult page, the upload step validates wallet formats and beneficiary details in real time. A separate claim promises dedicated integration engineers to connect the API to an existing ERP.
The currencies need care. The About page lists BTC and USDC as the supported payout assets, with other assets and networks, including USDT, on the roadmap. The bulk payment service pages are broader: they mention stablecoin payments in USDT and USDC, Bitcoin and Ethereum, and fiat payments in USD and EUR. The pages do not reconcile the two lists.
Pricing, as published
The pricing page publishes rates and frames them as starting points for standard operations. Pricing has three parts: a fee on account funding, a percentage processing fee on each payout, and a fixed fee per payout. In October 2026 it lists crypto deposits for account funding at 0.00% and fiat deposits at 0.20%. A standard crypto batch, available through the dashboard and the API and meant for batch settlements and payroll runs, carries a processing fee "Starting at 0.50%" plus a fixed fee of USD 1.99. An instant single payout, available only through the API and described as real-time on-chain delivery around the clock, carries the same starting processing fee of 0.50% plus a fixed fee of USD 4.99. The pricing FAQ adds that pricing is customized by volume, payment method, settlement needs, integration complexity and client profile, that higher volumes can be reviewed, and that any minimums or commitments are agreed in the commercial arrangement. Fees can be allocated to the sender, to the recipient, or split, depending on the operational model. A quote follows a short operational review.
Onboarding, risk review and compliance
Every business customer is assessed individually. The adult page says onboarding includes KYB and a risk review, and the About page adds that it may cover business verification, corporate documents, an ownership review and a source-of-funds assessment where applicable. Both pages put the time at between 3 business days and 1 week, depending on documentation, jurisdiction and responsiveness. The platform applies anti-money laundering and sanctions procedures, including customer due diligence, sanctions screening, ongoing monitoring and wallet screening where applicable, and it supports Travel Rule processes where they apply. The adult page lists AML and transaction monitoring, pre-execution validation, cold wallet and multisig controls, a full audit trail, risk-based transaction screening and segregation of client funds. It also says the infrastructure uses KYT protocols for real-time wallet analysis, with screening against the OFAC sanctions list. The home page describes recipient risk assessment, counterparty analysis and UBO detection on the recipient side, and execution records with on-chain explorer links for every payment.
Beyond naming adult entertainment as a core use case, the pages publish no separate adult content policy and set no reserve. Batches are screened against limits and rules, but no limit is published apart from the 10,000-recipient ceiling.
Getting started and support
The route in is a contact form and a demo request. The form asks for the sector, a website or social profile, the country, how long the business has operated and its monthly revenue band, and the home page has a button to request an API key. The About page gives an info address for sales questions, the footer gives a separate support address, and the site carries a chat widget. No support hours or company phone number are published.
Company
The footer states that 3P Smart LTD is licensed, regulated and supervised by the Anjouan Offshore Finance Authority in the Union of the Comoros, under license number L1621/3PS, and that it is an Anjouan Limited Liability Company with International Company Number 16021. It gives an address in Mutsamudu, on the Autonomous Island of Anjouan. A second entity, 3P Smart Finance LTD, is incorporated in British Columbia, Canada, under number BC 1581692 and is registered as a Money Services Business with FINTRAC under registration number N300001834. The About page says the infrastructure is developed in house. The home page claims reach in 180+ countries, which is the company's own statement.
Who it suits
Smart Bulk Payments suits an adult operator with a long list of recipients in different countries: a creator network, a cam studio paying performers, or a program that sends regular payments to partners. The About page names adult entertainment platforms and creator networks among its typical customers, next to affiliate marketing networks, and says it delivers the most value to organizations that process hundreds or thousands of payouts per month and that have finance or operations teams. The caveats are specific. Payouts are in crypto and stablecoin rails, so recipients need wallets, the supported assets are described differently on different pages, the licensing sits with an offshore regulator in Anjouan, and the platform does not collect money from a site's customers. Its strength is traceability: one batch, an individual transaction per recipient, and an audit trail that a finance team can reconcile line by line.
